Background

The Somerset Levels are a wide area of flat, low-lying land in south west England, much of it former wetland drained for farming over hundreds of years. Rivers such as the Parrett and Tone cross the Levels slowly, and ditches and pumps keep the fields dry. In the winter of 2013 to 2014 a queue of Atlantic storms crossed Britain, and the UK received 486.8 mm of rain, its wettest winter on record. Water poured off the surrounding hills onto land that sits close to sea level, the silted rivers overflowed, and high tides held the water back. Around 6,900 hectares of farmland went under water for weeks. Over 600 homes and 16 farms were evacuated, and villages such as Muchelney and Moorland became islands reached only by boat. Damage came to more than £10 million. Afterwards the government backed a £100 million, 20 year Flood Action Plan, which began by dredging 8 km of the Parrett and Tone and went on to raise roads and strengthen pumping.

Causes

A record run of winter storms

Atlantic depressions crossed Britain one after another from December to February, giving the UK 486.8 mm of rain, the most for any winter on record. The ground was saturated by Christmas, so later storms produced runoff almost immediately and river levels never had time to fall.

Low-lying drained wetland

The Levels are former marshland, drained over centuries and kept dry by ditches and pumping stations. Much of the land lies close to sea level, so water flows onto it from the surrounding hills but cannot drain away by gravity. Once the fields flooded, the water simply sat there for weeks.

Silted river channels

The Rivers Parrett and Tone had not been dredged for around 20 years, and silt had built up in their channels. With less room to carry water, the rivers overflowed sooner and more often than they would have done with clear channels, which is why dredging became the loudest local demand.

High tides blocking drainage

The Levels drain into the Bristol Channel, which has one of the biggest tidal ranges in the world. High tides pushed seawater up the Parrett and held river water back inland, so even when the rain paused the floodwater on the moors was slow to escape to the sea.
